Yes, absolutely! Once activated, there is no difference between the RU and EU versions of the game :) So you can play with anyone else, no matter where they bought their copy from :)
2: Will I be able to get the dlc normally through steam
Yes! The game is added as borderlands 2 on steam just the same as any other copy, so you can buy dlc for it normally through steam. Everything is exactly the same. Once you've activated the key, you won't be able to tell the difference between a RU and EU copy of the game :)

%P.s When you run VPN run it as administrator, because if you dont, your ip wont be masked and you wont be able to active the game (It happened to me, and did this after some browsing)

%Bought 2 russian keys, paid via paypal (to play it as safe as possible) and got the keys instantly via a link in the email.
IMPORTANT: Your email AND phone number needs to be correct! They send you a key to your phone, so you better check that number twice!
VPN activation worked flawlessly just like in the video.

%I was a little hesitant about this purchase because of the Russian VPN thing. It's not that hard to do everything especially when they clearly lay out the steps for you.
When I connected to Steam through the VPN and put the product key in, I was given the option to download both an RU version or an English version. Being from murca, I downloaded the English version. Installed the game without a hitch and have been playing it ever since.

It worked with mine. It said it was for the RU version of the game. I live in the United States, it still worked. When I entered the code in steam, it said it was for the RU version of the game, but gave me the option to download whatever version I wanted.

Yes. It worked for me. No scam, it will give you a code that works with steam.
Is this website a scam?
No, my steam code worked just fine. I'm not sure how or why this is discounted this much, but I'm not asking questions.
